JOB DESCRIPTION Consequence Management Advisory Technician. The Analysis, Simulations, Systems Engineering and Training business unit (ASSET) within SAIC intends to submit a proposal to support the Associate Director Operations (ADOP) at the Defense Threat Reduction Agency (DTRA). We are looking for qualified personnel to serve as Consequence Management Advisory Team (CMAT) members.

The WMD Instructor positions provide task-organized, deployable, and technical expertise support, advice, and hazard prediction assistance for the U.S. Department of Defense and other Federal agencies during all phases of accidents or incidents of a chemical, biological, radiological or nuclear nature.

The job duties will include, but are not limited to: Function as a Consequence Management Advisory Team member. Providing specialized consequence management expertise in response to accidents or incidents involving weapons of mass destruction (WMD) or CBRNE including technical knowledge as a “subject-matter expert” in the areas of contamination effects, personnel decontamination, radiation safety, and emergency response to a CBRNE event.

Provides advice to Combatant Commands, Joint Task Force-Civil Support, Joint Task Force-Consequence Management, and other DOD and USG agency leadership both prior to and subsequent to any WMD or CBRNE event.

Assists COCOMs, as well as non-DOD agencies, in preparing for, or conducting operations, and/or responding to incidents/accidents involving WMD or CBRNE.

Prepares and submits situation reports in pre-determined formats. Performs situational briefings and technical briefings relating to incident response.

Requires handling of classified information and frequent travel, including rapid deployment in multiple theaters of operation. Must be able (including physically) to deploy worldwide.

EDUCATION:

A relevant undergraduate degree is desired. Advanced degree a plus.

Required Knowledge for WMD Instructor:

Individual must demonstrate current knowledge of:

• DTRA’s organization and mission.

• Defense Support of Civil Authorities, certification of course completion such as DSCA-1 on-line course

• The Incident Command System (ICS), certification of course completion such as FEMA ICS-100

• NIMS; certification of course completion such as FEMA IS-700Required Skills:

• Completion of Any DOD Recognized Instructor’s Course/ASI. Examples: Service School, Academy, ROTC, Industry Certification Predictive Modeling Software certifications such as HPAC, CATS, etc

• Use and application of geographic information system concepts within the context of modeling, mapping, visualization, and consequence assessment

• Good written and oral communication skills.

• Proficient in common desk-top software

Required Experience: Must have 3 years working in the emergency response arena.

Prior experience working at DTRA, prior military service, prior experience working in OSD, Joint Staff, Service, or major command headquarters staff position desired.

Specific experience as a CST, EOD, Health Physicist, or Emergency Responder in Command/Management is highly desirable
