UXO and HTRW Remediation

This is an excerpt from a UXO and HTRW federal contract request.

The objective of this contract is to provide worldwide environmental remediation including conventional and Recovered Chemical Warfare Material (RCWM) Munitions Responses and other munitions related services at various Formerly Used Defense Sites (FUDS), active Department of Defense (DOD) installations, DOD Base Realignment and Closure Act (BRAC) sites, property adjoining DOD installations, other federally controlled/owned sites that have been impacted by Munitions and Explosives of Concern (MEC) and other munitions related operations and work for other U.S government agencies or foreign governments/agencies asappropriate.

This contract will be used to support the U.S. Army’s Coalition Munitions Clearance (CMC)mission in Iraq and other munitions related services worldwide. Munitions Response and other munitions related services may occur at sites located in the Continental United States (CONUS) and Outside the CONUS(OCONUS) at which MEC or other munitions were previously or are currently stored, evaluated, disposed of,or used for military training and operations.

MEC and other munitions are a safety hazard and may constitute an imminent and substantial danger to site personnel and the local populace.

Multiple awards will be made from this solicitation. This requirement will be competed on a [full and openbasis or set-aside basis] under the North American Industry Classification System (NAICS) Code 562910.

The resultant contracts awarded from this solicitation will constitute an Indefinite Delivery, Indefinite Quantity(ID/IQ) type contract as defined in FAR 16.504. Task orders will be awarded against the basic ID/IQ contractsutilizing the fair opportunity procedures discussed in FAR 16.5 in addition to the competitive source selectionprocedures identified in Section 803 of Public Law 107-107 and implemented in DFARS 216.505-70.

Each order exceeding $100,000 will be awarded on a competitive basis in accordance with DFARS 216.505-70 (c),unless an exception described in FAR 16.505(b)(2)(i) through (iv) or DFARS 216.505-70(b)(1) applies. Taskorders may be Firm-Fixed Price (FFP) and/or Cost Plus Incentive-Fee (CPIF) and/or Cost Plus Award-Fee(CPAF). It is anticipated that approximately 85% of the task order efforts will be firm-fixed price. However,task orders may be issued on a CPIF or CPAF basis for other incidental work of an indefinite nature or tosupport an urgent need.

Individual task orders may contain a combination of FFP, CPIF, or CPAF, e.g.,planning and characterization may be FFP while data validation may be CPIF or CPAF. Award of task ordersis non-protestable in accordance with FAR 16.505(a)(7). This solicitation is for a two year base period andthree one year options against which task orders will be issued for services as described in Section C.The ordering period shall commence upon the date of award and may continue for a period of five years.
