EXPERIENCE:
05/2006 to Present; Currently employed with MANTECH International holding a contractor Position under the Joint Improvised Explosive Device Defeat Organization (JIEDDO), with the Navy Center of Excellence (NCOE) as a Explosive Ordnance Disposal/Electronic Counter Measure Project Manager. This position provides expertise in the operation of Electronic Countermeasures (ECM) in support of the JIEDDO Navy COE's mission of integrating technology, training, techniques, and procedures to develop IED Defeat CONOPS, coordinate Joint and Service training efforts and develop individual and collective training for deploying units to proactively defeat IEDs.
DUTIES:
a. Serve as an Electronic Warfare Technician for electronic warfare related to Counter Radio Controlled Improvised Explosive Device Electronic Warfare (CREW) and Robotic technology for the JIEDDO Navy COE.
b. Provide operational expertise relating to employment of electronics warfare equipment; specifically in Navy COE assigned areas of CREW and Robotics.
c. Assist with development of preliminary Tactics, Techniques and Procedures (TTP) in areas of CREW, Robotics, Pre-Detonation and Render Safe.
d. Utilize my Military Master Training Specialist and Curriculum Developer qualification to support NCOE’s Mobile Training Team (MTT) mission and provide pre-deployment CREW and Robotic training to Navy units, individual augmentees (IA's) and Services as required.
e. Assist in performance of Navy COE's mission: Working With Data Skills, Ability to use PC Analytical and Critical Thinking Skills, Interpersonal and People Skills, Listening Skills Multi-Tasking Ability, Oral and Written Communication Skills, Organizational Skills, Project Management Ability and Skills, Qualifications Billet Characteristics. Prior Military experience as EOD Technician with OIF/OEF military EOD IED response experience. Possess extensive knowledge of CREW, Robotics, Pre-detonation, and/or Render Safe tactics, techniques and procedures. Extremely savvy on theory, technical and operational aspects of electronic warfare and electronic spectrums and all aspects of EOD (ie… AIR, Surface and Underwater Ordnance, Nuclear, Chemical and Biological weapons, Improvised Explosive Devises and Weapons of Mass Destruction).
09/2003 to 07/2006; Electronic Counter Measure/Improvised Explosive Device Supervisor: 50 hours per Week; Navy Explosive Ordnance Disposal Fleet Liaison Unit Master Technician: Represents fleet Explosive Ordnance Disposal (EOD) requirements in Research, Development, Test and Evaluation (RDT&E) and Life Cycle Management programs for Navy unique and Joint Service EOD (JSEOD) Equipment, Tools, Procedures and Publications.
- Coordinated requirements to optimize operational readiness and capability with EOD Commands, Contractors and Civilians.
- Monitors ECM tests and evaluations conducted at the Joint Evaluation and Research Complex (JERC) at the Yuma Proving Ground, AZ.
- Project Lead for an extensive JSEOD effort to identify, test, evaluate, and procure an ECM system to fulfill an EOD urgent and compelling requirement for protection of JSEOD forces in Iraq and Afghanistan against radio frequency initiated IED's.
- Spearheaded the development and inclusion of JSEOD equipment and tactics into the Joint IED Defeat Organization (JIEDDO) sponsored Common Test Protocol. The inclusion of the EOD portion into the Protocol will evaluate the potential of future ECM systems (CREW) to fully support JSEOD missions. Lead the testing of ECM capability and EOD equipment Interoperability in direct support for the improvement of forward deployed JSEOD operational capabilities.
- Provided leadership, organizational and communication skills as Senior Enlisted member deployed twice to Iraq responsible for logistics, transportation, instillation and training required to deliver and place into operation 56 classified ECM systems to 15 forward operation bases.
