CENTCOM IW & C-IED SME Requirement

C-IED SME at Wxford Group Inc., based on a current solicitation, is looking for personnelfor the Operations Directorate of the United States Central Command(USCENTCOM). General Information:

The SMEs will support the mission of an Irregular Warfare Operations andIntelligence Center (IWOIC) that focuses, integrates, and synchronizesefforts to disrupt threat networks at the operational and strategic levelthroughout the USCENTCOM AOR. USCENTCOM conducts irregular warfareoperations in conjunction with Coalition and Partner Nations in order todisrupt unconventional forces, to include defeat of Improvised ExplosiveDevices (IEDs), across the AOR. The SMEs will provide experience inplanning and coordination of asymmetric approaches in military and SpecialForces operations, future operations, interagency and coalition actions,strategic communications, and information management in order to fullysynchronize efforts. The minimum security requirement for all functionsprior to award is TS/SCI.

Deployment Vulnerability:

Personnel will be prepared to travel in support of USCENTCOM annually. Theduration of time in the AOR should not exceed 20 days cumulative per person.Additional travel may be required to complete the requirement of thiscontract in support of USCENTCOM operations.

Travel:

Local area and CONUS travel additional to that listed above is expected tobe required to attend conferences, seminars, and meetings, and to conductrequired data collection, coordination, and liaison.

Performance of Services during Crisis Declared by the President or Secretaryof Defense.

IAW DoDI 3020.37 (Continuation of Essential DoD Contractor Services During aCrisis), unless otherwise directed by an authorized Governmentrepresentative, it is determined that services may be performed on anextended basis up to 24 hours per day, as required. During such periods,some or all of the personnel employed under this contract may be identifiedas emergency essential and may be granted access to the base duringincreased security measures.

CURRENT POSITIONS

Project Manager

* Current TOP SECRET/SCI clearance

* Experience in planning and coordination of asymmetric approaches inmilitary and Special Forces operations, future operations, interagency andcoalition actions, strategic communications, and information management inorder to fully synchronize efforts.

* Experience in Irregular Warfare (IW) and/or Counter- ImprovisedExplosive Devices (IEDs) at the strategic level.

* Coordinate closely with all relevant Government levels to producethe scheduled products. Provides oversight of the tasks for which theContractor is responsible. Provides Government guidance to the Contractor,provides official interface with the Contractor, ensures that theContractor's products meet Government requirements, and accepts, on behalfof the Government, the products delivered by the Contractor.

* Provides managing of assigned projects within scope and budget.Responsible for all aspects of project performance (i.e. technical,contractual, administrative, financial, etc.). Provides leadership to theproject team, ensures conformance to performance requirements, and assistsin the overall direction to all project level activities and personnel.

* Must have at least fifteen years of relevant work experience and anundergraduate degree in a related field. Five additional years of workexperience may be substituted for the undergraduate degree. A graduatedegree is preferred.

Irregular Warfare (IW) and C-IED Requirements Planning Subject Matter Expert

* Current TOP SECRET/SCI clearance

* Monitor and provide requirements recommendations on IW and C-IEDemerging technologies and systems, such as Counter-IED research, developmentprojects, and any system used to defeat IEDs. Maintain and staffcoordinated prioritized list of CENTCOM unfunded or partially funded IW andC-IED urgent needs with the Joint IED Defeat Organization (JIEDDO) andUSCENTCOM CJTFs.

* Review/Validate Joint Urgent Operational Needs Statements (JUONS)related to critical capability gaps and provide recommendation for approval.Must have the ability to locate and track Operational Needs Statements (ONS)of C-IED interest through the US Army E-COMP web interface (e.g. routeclearance vehicles).

* Provide technical information on capabilities and effects ofconventional ordnance, IEDs, VBIEDs and other asymmetric weapon systems.Serve as the lead US Counter Remote-controlled IED Electronic Warfare (CREW)facilitator and synchronize efforts of JIEDDO and Program Managers (PM) toensure CENTCOM requirements.

* Develop, track and maintain the status of all IW and C-IEDrequirements through the staffing process to ensure a viable plan isestablished for funding and procurement. Align fielding plan with currentmissions and threats in the AOR.

* Synchronize efforts to ship Captured Enemy Munitions (CEM)Unexploded Ordnance (UXO) and Explosive Remnants of War (ERW) to agencies inthe continental United States for exploitation and dissemination ofrecovered information.

* Serve as the Weapons Intelligence Team manpower and equipping SME,ensuring adequate training and equipping of weapons intelligence teams andfacilitating efforts to correct any shortfalls.

* Travel as needed within CONUS or to the AOR in support of USCENTCOMmission.

* Minimum Education: Bachelor's degree or equivalent in Engineering,Science, or other related field.

Joint Operations Planning Subject Matter Expert

* Current TOP SECRET/SCI clearance

* Serve as focal point for Joint Operations Planning processes thatinclude planning initiation, mission analysis, program development andcomparison. Make recommendations on courses of action (COAs) for programselection, and for plans or orders development.

* Prepare, review and staff various Irregular Warfare and IED defeatrelated documents and taskers. Directly interface with other DoDorganizations, COCOMs, government agencies, and Internal USCENTCOM staff toidentify and develop operational IW and C-IED priorities and monitorprogress.

* Prepare Electronic Staffing Packages (ESPs) and draft and releasevarious messages within the Defense Messaging System (DMS). Coordinate,update, and incorporate IW and C-IED initiatives into the USCENTCOM campaignplans. Review IW and C-IED studies and analyses and monitor the status ofongoing regional insurgent network defeat initiatives.

* Coordinate and monitor IW and C-IED Force Management and Personnelissues. Represent the USCENTCOM at the Force Management and OperationsPlanning Element Working Groups (OPEWG and serve as the Defense ReadinessReporting System (DRRS) representative for IW and C-IED issues.

* Coordinate with USSOCOM and SOCCENT planners to facilitate IW andC-IED planning efforts and assist in the joint planning process for emergingoperations.

* Travel as needed within CONUS or to the AOR in support ofUSCENTCOM's mission.

Interagency Planning and Coordination Subject Matter Expert

* Current TOP SECRET/SCI clearance

* Serve as the primary focal point for all interagency actionspertaining to IW and C-IED. Establish multi-agency coordination betweenUSCENTCOM, OSD, JIEDDO, Joint Staff, DOD agencies, and the Services.

* Provide interagency strategic planning guidance on regional IW andC-IED capability by working with JIACG LNOs from Department of State,Federal Bureau of Investigations, Department of Commerce, and the Departmentof Treasury planning teams.

* Coordinate with USCENTCOM directorates on ongoing programs andde-conflict initiatives of emerging IW and C-IED missions. Review metricsto ensure compliance with desired outcomes and USCENTCOM campaign plans.

* Plan, organize, review, and staff necessary policies, directives,doctrine, and procedures for IW and C-IED as it pertains to interagencyrequirements. Assist in the preparation of require update briefings toUSCENTCOM leadership.

* Assist in developing new initiatives within multi-disciplinaryinter-governmental working groups and interact with working groups onvarious complex initiatives and inter-related programs, JIEDDO programming,and funding processes.

* Establish multi-agency coordination structures between USCENTCOM,OSD, Joint Staff, DOD Agencies and Services, JIEDDO, and military elementswithin the CENTCOM AOR.

* Travel as needed within CONUS or to the AOR in support ofUSCENTCOM's C-IED mission.

* Minimum Experience: This position requires eight years of experiencein functional areas such those described above.

* Minimum Education: Bachelor's degree or equivalent in Engineering,Science, or other related field.

Coalition and Partner Nation IW and C-IED Coordination Subject Matter Expert

* Current TOP SECRET/SCI clearance

* Serve as senior coalition planner and coordinator in support of IWand C-IED transition activities to the Partner Nations (Iraq andAfghanistan) as well as regional allies within the entire USCENTCOM AOR.Draft policies and procedures on strategic planning guidance on PartnerNation and regional IW and C-IED capability transition activities.

* Manage and oversee the USCENTCOM temporary loan of Commercial offthe Shelf (COTS) Counter Radio-IED Electronic Warfare (CREW) systems tocoalition forces. Provide command oversight on the implementation of COTsCREW systems to the Partner Nations and regional allies in support of OIFand OEF. Meets with and coordinate C-IED CREW methodologies with theCoalition CREW working groups.

* Facilitate coordination of SVTCs with MNF/C-I and CJTF-82 ondistribution and prioritization of coalition CREW. Maintain situationawareness on coalition issues and advise leadership on capabilities,operations, and relationships with IW and C-IED activities.

* Coordinate with SOF military organizations and assist with detailedplanning in support of IW and C-IED activities. Participate in coalitiontransition activities on numerous USCENTCOM Operational Planning Teams (OPT).

* Recommend policies and procedures on ground maneuver C-IED supportto coalition forces. Develops target sets focused on defeating insurgentnetworks within CENTCOM's AOR. Recommend efforts at the national and DoDlevels to best support Partner Nations issues.

* Coordinate with AOR organizations to ensure communications betweenthe USCENTCOM IWOIC and the Key Focal Points on Irregular Warfare PartnerNation activity.

* Travel as needed within CONUS or to the AOR in support ofUSCENTCOM's mission.

* Minimum Education: Bachelor's degree or equivalent in Engineering,Science, or other related field.

IW and C-IED Information Management and Administrative functions SubjectMatter Expert

* Current TOP SECRET/SCI clearance

* Maintain current and accurate information posted on IW and C-IED webpages. Develop and design websites on multiple computer systems and managedaily/weekly data for those sites.

* Manage organizational file plans, ensuring files are maintained perHQ USCENTCOM records management policies and procedures. Establish the filemanagement plan and monitor shared drives to maximize space and properfiling procedures. Catalog documents into the Total Records InformationManagement Software (TRIM).

* Coordinate IT and Audio Visuals requirements, to include SVTCs, andissues with the CCJ2, CCJ3, and CCJ6. Coordinate all IT/AV support forconferences.

* Coordinate and facilitate the planning, operations, protocol andactivities of briefings, meetings, and conferences to includeadministrative, IT/AV, logistical and other support functions. Assist in theplanning, coordination, and execution of off site/overseas national leveltechnical conferences involving multiple governmental organizations. Ensureproper travel, security clearances, and country clearances for military andcontractor personnel.

* Coordinate Distinguished Visitors/General Officers (DV/GO) visits.Create and maintain conference registration information and assist LogisticsOfficer with transportation, facilities, production, registration, socialevents and DV protocol during conferences. Assist in coordinating travel,security clearance visits, and country clearances for military andcontractor personnel. Ensure new employees are in-processed per CCJ3directives.

* Prepare Electronic Staffing Packages (ESP), submit help tickets forboth computer and communication facility issues, and submit proper forms forsoftware/hardware requirements. Maintain technology tracking system andupdate automated database.

* Travel as needed within CONUS or to the AOR in support ofUSCENTCOM's mission.

* Minimum Experience: This position requires eight years of experiencein functional areas such those described above.

* Minimum Education: Bachelor's degree or equivalent in Engineering,Science, or other related field.

Strategic Communications and Information Operations Planning Subject Matter Expert

* Current TOP SECRET/SCI clearance

* Serve as the senior strategic planner in support of National levelinfluence operations supporting regional IW and C-IED efforts which includethreat networks. Ensure Strategic Communications (SC) and the InformationOperations (IO) effort for IW and C-IED priorities and formulate objectivesand monitor success. Integrate all strategic plans involving influenceoperations, IW concepts, and intelligence support to influence operations.

* Prepare or develop decision papers, documentation requirements, andthe Strategic Communications roadmap and ensure appropriate collaborationand coordination and monitor progress.

* Facilitate interagency planning efforts and coordinate IW activitieswithin the USCENTCOM staff as well as with other government agencies andadvise leadership on emerging IW initiatives.

* Provide support to electronic warfare, computer network operationsand PSYOP IO efforts. Integrate concepts of Operational Security, MilitaryDeception, and Psychological operations (PSYOP) activities with overarchingCENTCOM operations, programs, and campaign plans.

* Provide technical SC and IO interface support between internalUSCENTCOM staff, JIEDDO, COCOMs, OSD, Joint Staff, and other governmentagencies to integrate and resolve issues critical to mission success.

* Coordinate and monitor JIEDDO IO activities and funding associatedwith SC & IO actions. Coordinate specialized IW and C-IED IO intelligencerequirements with CCJ2, CCJ3 and CCJ5 Plans, Joint Intelligence Center(JIC), Joint Interagency Coordination Center (JIACG), public affairs, andSOCCENT.

* Ensure Strategic Communications (SC) and the Information Operations(IO) efforts for Irregular warfare identifies priorities and formulateobjectives and monitor success.

* Travel as needed within CONUS or to the AOR in support ofUSCENTCOM's mission.

* Minimum Experience: This position requires eight years of experiencein functional areas such those described above.

* Minimum Education: Bachelor's degree or equivalent in Engineering,Science, or other related field.

Irregular Warfare (IW) Analyst Subject Matter Expert

* Current TOP SECRET/SCI clearance

* Serve as a senior operations analyst focusing on current andemerging irregular and terrorist threats. Analyze and formulatemethods/schemes and courses of action (COAs) to execute IW and C-IED operations.

* Understand the Nation's strategic guidance and coordinate federalagencies analysis to determine COCOM objectives and end state fordeterrence/defeat of regional threat networks in the AOR.

* Coordinate federal agencies analysis to identify an adversary'scritical requirements and vulnerabilities. Additionally, identify theprinciple strengths and weaknesses of an adversary's targeted populace.

* Analyze and integrate interagency and multinational activities andoperations to develop intelligence preparation of the environment within theAOR

* Provide support to the effects based planning and capabilityinitiatives with emphasis on IW and C-IED options. Communicate IWinitiatives progress and results to a wide range of audiences and identifydeficiencies for future operations pertinent to rendering regional insurgentnetworks irrelevant.

* Develop and facilitate Operational Planning Team (OPT) concepts thatinclude US military, government interagency and coalition personnel. Provideexpert guidance and recommendations to the IW and C-IED Planning teams tofacilitate initiatives. Monitor the status of ongoing regional insurgentnetwork defeat initiatives coordinating with numerous agencies to includeCCJ2, CCJ3, JIACG, CENTCOM components, and other COCOMs. Ensure theseinitiatives are being properly applied and coordinated to the problem set ofdefeating insurgent threat networks within the CENTCOM AOR.
